Mayor Rahm Emanuel's transit-oriented development ordinance has passed City Council, but a last minute amendment amounts to a "watering down" of the already-tame proposal. The new ordinance allows denser development within 600 feet of a "train station" but also makes it unnecessarily tricky for developers to wriggle free of zoned parking minimums.
