The development venture that proposed a luxury high-rise at State & Elm has yet to display glossy renderings, but Crain's dug up a few more details from a discretely-filed zoning application. The 25-story, 40-unit tower will need a zoning reclassification to move forward. The plan involves 4,200 square feet of retail and 80 parking spaces.
