Hint: A Glimpse Into a South Side District's Peak Days

This extinct office building once held down the Southern edge of a humming mono-industrial area. There's at least one other surviving structure nearby that looks almost exactly like it, but most of the area's commercial buildings are small and squat. Another hint (if you need more) is that much larger commercial development is coming to the edge of the district in question, not tied to the faded industry represented in the 1916 photo above but imagined as a boon to its now-lifeless streets. So... what's the building and its exact former location?
