A Lakeview developer has designs for a 4-story, 25-unit apartment building at a forlorn site on the 2900 block of North Halsted. It's nothing special except that it relieves the neighborhood of a vacant single-story commercial structure, the former home of Sappano's Paint & Wallpaper Company. Tom Gibbons presented his plan at Thursday's Central Lake View Neighbors (CLVN) meeting, which didn't face any entrenched opposition. There were concerns over the need for a zoning change to allow for all-residential, but Gibbons insisted his commercial tenant search has been long and fruitless.
