Arguably the bedbug capital of the U.S., Chicago has a chance to burnish its image with an all-out assault on the creepy arthropods. However, a tough measure before City Council, holding landlords of multi-unit buildings responsible for a quick and thorough handling of an infestation, doesn't appear to have any traction. Landlords contend it's too financially punitive and doesn't distribute enough blame to tenants. More aldermen than not seem to agree. Under the proposed framework, landlords would be hit with fines for inaction starting at $500/day for first offenses. Repeat offenders would incur a $2,000/day penalty. Next steps? More negotiations with landlord and tenant groups likely leading to an amended ordinance. In the meantime, try not to scratch. [Trib, previously]
