The Circle Interchange, the nation's "most heavily congested freight bottleneck", bores its way through dense core neighborhoods in service of commuters. It's not a good place to find yourself, whether idled or just passing by. IDOT wants to smooth things over with an expansion and redesign that would largely preserve the existing footprint but add flyovers (at right). Studies conclude the $403M project won't influence travel times but will add carbon emissions and vehicle trips. And yet the Chicago Metropolitan Agency for Planning's transportation committee has recommended the project's addition to GOTO2040, the official regional plan. With the guv'ner's support, can anything derail it? [Chi Streetsblog, previously]
