"The circle line would do more to encourage middle class settlement of the city than anything proposed, and in turn stop Chicago's population loss. I can only surmise either the city has a vested interest in maintaining a large subsidized poverty class on the west side or downtown real estate interests would kill any non centric rail that isn't benefitting only them. The circle line is so logical and self evident it was actually built and in existence at one time serving the near west side and at the time the most densely populated part of any city in the world.
