The Reader's Michael Miner turns back the clock to the mid-1990s for a dose of streetcar nostalgia. At that time, a serious proposal was being mined for a Central Area Circulator line. It wasn't so much about tourism, like other trolley revivals around the country are built on, as it was functionality, but that didn't stop entrenched egos and other Chicago dysfunctions from wrecking things.
