Mayor Rahm Emanuel will re-route of $50M in water and sewer line maintenance spending to "green infrastructure" projects designed to lessen the calamitous impact of rainstorms. As an NRDC column informs, the Chicago River reversed itself into the lake twice this year following heavy rainfall, and, with less than an inch of rain required to overflow the combined sewers into the river, raw sewage is regularly making its way into the watershed.
