City Council Passes Infrastructure Trust

So much for prolonged discussion. After a six-day postponement, Aldermen cast their votes on Mayor Rahm Emanuel's infrastructure plan: 41-7 in favor of the new trust. The Tribune reports that among the opposition, there was distrust of the plan but little outright contradiction. What mattered most to the losing side were transparency and safeguards against taxpayer liability in the case that private investors don't get the returns they're looking for. Emanuel and his supporters claim that bold steps need to be taken to bolster a declining infrastructure when Washington is proving so dysfunctional. Now we get to see just where those bold steps lead. [Trib]
