Sociologist David Schalliol's photo essay for Design Observer artfully sums up the Plan for Transformation's promise, if only more would get done. Along with an accompanying statement of purpose and concise backgrounder on the Plan for Transformation, Schalliol's photos send us rocketing through the past 12 years of public housing upheaval. It's clear that the new housing improves lives, but it's not clear how many. In any event, these are some great pictures of profoundly flawed human environments. [Design Observer]
