Carroll Properties has enlisted Steve Fifield to help resurrect a nearly forgotten residential development in downtown Evanston. Like AMLI's nearby project, the two-tower plan for Emerson and Oak had its approvals years ago before taking a staggering blow in the recession. And like many revived plans, it does away with the condo component and chops the building heights ever so slightly. Still, we're looking at 16 and 14 story buildings with a total of 368 units and a small retail component, according to Steve Griffin, Evanston's community and economic development director.
