The 368-unit apartment proposal for Emerson and Oak in Evanston cleared a major approval hurdle today. First envisioned as a condo development the project of Carroll Properties won approvals in 2006 and 2009, just in time for the market crash. With Steven Fifield onboard it's got a full head of steam again, as rentals. Opponents were hoping to push the proposal through protracted review which would have endangered it, but they were too few in numbers and unpersuasive in argument. Evanston's Planning and Development Committee will address the proposal in its January 14th meeting. Disgruntled AMLI Optima Views residents may have to forfeit some views after all.
