The Chicago Housing Authority begs to differ, and their data claims a 98% occupancy rate. Meanwhile, the CHI insists their data is the CHA's data, and that the CHA's policy of not counting units in need of rehab or those caught in a Plan For Transformation-induced limbo (like with the Lapthop Homes, covered by Curbed just hours ago), clouds the picture.
