Business owners along the Chicago Riverwalk are looking forward to the day when the Riverwalk runs continuously from Lake Street to Lake Michigan, drawing more visitors down below street level. When will that happen, exactly? According to the Tribune, planning work started in 2009 on the next phase, but the Central Loop TIF District is defunct, and the city doesn't have the roughly $60 million it'll cost to build the bridge connections.
