Yes they can throw up a block building with no articulation or skill involved, get a few more square feet and ruin the character of the neighborhood. The problem is good rehabs require skilled workers for which nobody wants to pay anymore. Tear downs are essentially the builder saying, 'I cant fix this because I don't know how or refuse to expend the energy to do it.'
