This is developer Bill Lavicka, and he wants to start a vineyard on 40-50 bombed-out city lots in Washington Park. The Trib article describes Lavicka as a developer with a weird streak, and this is indeed a very weird proposition. But he does have the backing of Ald. Willie Cochran. Central to Lavicka's plan is the Landmark John Raber House, a beautiful pre-fire building that he'd like to rehab and use as a winery and tasting room. "This is not a project without risk," Lavicka concedes. Yeah, but what is? Whether or not he gets it done, we admire this man's style.
