OK, that title isn't 100 percent accurate. Maybe "Man Gets Ticketed While Paying Meter and Griping About Price of Parking" would be more precise. You can get out of paying a ticket if the ticket was written within 5 minutes of the expiration of your receipt, but the department of Revenue website doesn't say anything about getting ticketed while in the act of paying the meter. That's strange, considering that there's usually only one pay box per block, and there is often a line. The real lesson here: don't participate in man-on-the-street interviews and bitch about parking meters within earshot of a meter maid.
