As most of us have probably read by now, The Habitat Co. announced that it would take a tough stand on smoking at Kingsbury Plaza, the 420-unit River North apartment building, issuing a $350 fine for a first violation and eviction for the second. In the Trib article, Kim Kilibarda, who is in charge of resident relations at a Hyde Park high-rise, expressed skepticism that any resident would be dumb enough to get caught in the act. That raises a legitimate question: If tenants aren't smoking with the door open, how do you prove that they've been smoking? And how far will Habitat go to catch offenders? [Chicago Tribune]
