Bronzeville To Go Dry?

Could a ban on packaged liquor sales help clean up the streets and improve the quality of life in Bronzeville? The Bronzeville Area Residents and Commerce Council recently filed petitions to ban sales of booze with more than 4% alcohol (yes, that includes Colt 45), but if passed, the law would only effect two stores: Rothschild Liquor on Pershing and Calumet Food & Liquor, which is next to the Green Line station on 43rd Street.
