During the boom, just about every outlying and borderline neighborhood in Chicago was described as "up-and-coming" by real estate professionals. Now, more than two years into the Great Recession, development has stalled and a different reality has set in for those 'hoods. Even while lending remains tight, neighborhoods are subject to change, for better and for worse.
